To put it simply, and not to put too fine a point on it: hell yes
Simon is definitely more menacing...and Steven Ogg rocks my socks!
I had a feeling this would happen. It was glaringly obvious to me in 6.16, and the more I see Negan, the more I believe it. I might be biased, though, for I'm in love with the actor and his iconic Trevor Philips, which reminds me a lot of Simon, by the way. But yes, definitely yes.

Negan comes off comical to me, just about everything he does is laughable. Compared to the previous villains he's just not menacing or scary enough in my book. Simon at this point is much better compared.
The critics also seem to think Simon is better than Negan:
Simon is a unique character because like Sasha and Beth and Daryl before him, he doesn’t exist in the comics. He’s a character that’s been created exclusively for the show, and frankly, Ogg is managing to create a better villain than what we’re seeing from the comic staples of Dwight and even Negan himself.
Simon is better than Negan but I'm not sure if it's JDM'S fault, maybe he's being directed to act the way that he does
Ogg is in Westworld briefly and in his short appearance, owned his scenes and left you wanting more. He's really good. I'm curious if he has range beyond the villain roles.
